g those aspects that, in accordance with the provisions of Law 54/2007, of December 28, required a regulatory development for the correct exercise of the new powers conferred on the General Administration of the State, while other issues that have been considered pertinent for greater legal certainty have been included, such as the case of the single decision for the initiation or suspension of the processing of international adoption files with the countries of origin. The principles that inspire this royal decree are the protection of the best interests of the minor in all phases of the international adoption process, respect for the fundamental rights recognized by International Law in this area and, consequently, the improvement of the guarantees to prevent any illicit practice contrary to the principles of the Convention on the Protection of Children and Cooperation in International Adoption, made in The Hague on May 29, 1993, ratified by Spain on June 30, 1995. On the other hand, the protection of the interests of the people who offer themselves for adoption is also taken into account.
The royal decree consists of an article, an additional provision, a transitional provision, a repealing provision and three final provisions, followed by the International Adoption Regulation, structured in six chapters, and whose content develops the essential aspects of the procedures related to international adoption, as well as the creation of the National Registry of Accredited Organizations for International Adoption and Claims and Incidents. Chapter I WhatsApp Number List refers to the purpose of the regulation, to the subjects who, according to their powers, are assigned functions in matters of international adoption, to the general principles of action, as well as to the general rules of procedures. Chapter II has been dedicated to the initiation and suspension or paralysis of the processing of adoptions in the country of origin of the minor. This is a competence that Law 54/2007, of December 28, attributes to the General Administration of the State for affecting foreign policy, with the procedure for carrying out said actions being determined by regulation in this chapter.
Chapter III covers the establishment and distribution of international adoption files. In this sense, the criteria are indicated for establishing the number of files to be processed annually, the procedure and the criteria for the distribution of files to be processed through a Public Entity or through an accredited body. Criteria to be assessed when the process begins with a given country will be the country's international adoption needs, the profile of adoptable minors and the number of adoptions constituted by third countries, as well as the situation of socio-political stability and security. legal status of the country, facilitated by reports from international organizations. Chapter IV regulates the bodies accredited for intermediation in international adoption, establishing that they may carry out their activity throughout the national territory, providing their services to people who offer themselves for adoption with habitual residence in Spain. This provision makes it easier for people who offer themselves for adoption to freely choose the organization with which they want to carry out their adoption process, without the need for prior authorization from the affected public entities, as has been done until now.
